Study on Utilization of United Funds and Annual Maintenance Grants at Sub Centers in Junagadh District of Gujarat

  • Objective : The  Study  Aims  to  understand  the  overall process involved in the fund flow, further it investigates the end users (who are the end users for utilization of grants provided) and finally the study the expenditure pattern and its relevancy(how much of the expenditure incurred is in line with guidelines provided) of untied funds and AMGs provide to each SC in FY 2008-09
  • Background : National Rural Health Mission has been an initiative taken by government of India to improvise the status  of  public  health,  by  pumping  in  finances  in  the system aiming to increase % expenditure of GDP on health.
  • Methodology : 40 SCs were chosen for the present study, the sampling was purposive multistage sampling as district junagadh was purposely selected for the study, SCs were selected randomly with the help of random table and list of all SCs were taken from official website of Govt. of Gujarat
  • Findings : The Study reveals that in only 16 SCs out of 40 a separate A/C was opened in the name of FHW and the amount was transferred to her A/C in other 24 SCs the grant was lying with MO PHC and moreover the Relevancy of Expenditure also states that both FHWs and MOs both need proper guidance and training to assure that the expenditure incurred have to be in line with the guidelines provided.  No Intra Block differences are also suggestive of improper decentralization. Overall Position of district Junagadh is not appreciable since 80% of the SCs range either in non performing or in poor performing zone according to relevancy index. This require proper Training and  orientation  of  FHWs  and  MOs  regarding  the  funds (why they have been issued by central government) and their expenditure criteria’s, which also require a monitoring system by MOs with the help of DEOs and BFAs to ensure proper utilization and provision for support and facilitation.
