Objective : To know the process of wheat flour fortification in PDS in Rajasthan including Production, Distribution, and Quality Control.
Background : The most affected population is in need of improved nutrition but poor in large proportion in thr state of Rajasthan. The problem of malnutrition in Rajasthan is staggering. Food fortification is the addition of micronutrients to processed foods -is a food-based approach for the prevention of micronutrient malnutrition. GAIN with IHMR Jaipur as an implementing partner has started Integrated Food Fortification Project for tackling micronutrient malnutrition in Rajasthan. In PDS it intends to do advocacy for distribution of fortified wheat flour to the poor people. To reach them a special targeted effort is required which can be done through PDS. Hence it is important to understand the role of Public Distribution System (PDS) in Wheat Flour Fortification in Rajasthan.
Methodology : The methodology included analysis of secondary data, as well as interviews and discussions with officials at different levels in PDS in Rajasthan.
Findings : The study revealed that, PDS is a major program providing nutritional support to the poor people at an affordable cost. Wheat Flour Fortification in PDS in Rajasthan is initiated by the state Government in 11 Districts in the first phase. To carry out it in the second phase in remaining 22 Districts tenders are invited from Roller Flour Mills (RFM).The entire process including transportation, production, distribution and quality control will be carried out by the RFM. The 10 kilogram packages of fortified Wheat Flour will be sold at Rs. 90 for the APL consumers. State Government announced to start public awareness campaign to generate demand for the fortified wheat flour. For Quality Control/Assurance the Government .has approved some laboratories.
Recommendations : In PDS the system is in place but needs some changes. It needs to include BPL and AAY families in Wheat Flour Fortification initiative which should be scaled up in rural parts of the state. Make the fortification Mandatory in the state by passing legislation for better implementation of Wheat Flour fortification in PDS. Advocate for demand generation for the fortified wheat flour products through social mobilization. Strengthen regulatory process for Quality Control. The cost of Wheat Flour Fortification in PDS is minimal, and is passed on to consumers so this programme is sustainable.
