Any project is a special programme to which resources are assigned to deliver beneficial change. It is a useful way to introduce innovations, address new needs, or find solutions to problems. Good management in public health initiatives provide health services to the community in an appropriate, efficient, equitable, and sustainable manner. The success of a public health programme mainly depends on knowledge and skill about successfully execution and management of the Public Health Programmes by medium and senior level programme managers. The main Goal of Sustainable Development Goals (SDG) cannot be achieved without addressing availability of trained public health management officials. In this context, training on Management of Public Health Programme is designed, with aims at enhancing the managerial skills and competencies of the programme managers. This training mainly focuses on to improve understanding and enhance the skills of medium and senior level programme managers about the management of public health programme for effective results by programme, management.

  4. Plan: How are we going to do it? With whom? When? With what resources?

Programme Objectives

The programme aims to improve programme management abilities by allowing participants to apply modern management principles to programme planning and management using a Log Frame Approach (LFA), which will help them better comprehend Public Health Program Management (PHPM). The Programme Manager will be able to develop strategies by identifying the root cause of the problem using problem tree analysis, objective tree analysis for setting the objectives, goal, and activity plan, developing a log frame with objectively verifiable indicators and objectively verifiable means.

  • To assist them in developing an implementation framework, planning, monitoring, evaluation, project management, resource allocation, budgeting, financial reporting, total quality management and public health communication, as well as a method for coordination and supervision.
  • To build capacity of professionals in developing the competencies and skills for planning and controlling projects and understanding interpersonal issues that drive successful project outcomes.
  • By focusing on the program and processes, to build capacity of professionals in developing project management life cycle, defining project parameters, matrix management challenges, effective project management tools and techniques, and the role of a project manager.
  • To strengthen technical and managerial capabilities of the participants in internalization of these, so that they can roll out the programme successfully in the local context

Programme Contents

  • The PHPM Imperative: This session exposes participants to the external and internal forces that drive or push to strengthen the PHPM approach and allows them to reflect on the role of PHPM in their professional work.
  • Prioritization and Causality: This session gives the participants a hands-on experience in prioritization and development of a problem tree and objective tree analysis through a systematic process to fully understand a problem, setting up of objectives and develop a strategic and coherent response.
  • Applying a Theory of Change: This session allows participants to develop and articulate a Theory of Change by using the “if, then" logic that takes into account assumptions and risks.
  • Developing the Logical Frame Analysis: This session provides a hands-on experience in developing Logical Frame Analysis (LFA) by understanding inputs, output, outcome, impact and identifying measures to determine progress toward achievement of results by setting indicators.
  • Aligning Results, Strategies and Funding: The session gives participants an understanding of results-based budgeting (RBB) principles, and how to align results and strategies to budgets in a systematic way.
  • Operational and Implementation: This session provides an opportunity for participants to think through operational and implementation plan using the PPM software how they are aligned to PHMP principles.
  • Programme Monitoring and Evaluation: This session exposes participants to the need to plan for monitoring, the importance of real-time and participatory monitoring and how technological advances enable can improve monitoring practice for quicker adjustments in programming, where needed, and timely reporting on result and to understand how evaluation supports results-based management and to appreciate the critical importance of monitoring and evaluation.
  • Action Plans: At the end, participants develop action plans that they will implement.


The training programme utilizes hands-on skills development approaches using real time experiences in the existing projects, group exercises and other participatory adult learning methods for effective use of PHPM to analysis of their own plans, reports and monitoring and evaluation.

  • Be able to apply PHPM principles to the programme planning implementation, monitoring, evaluation (PIME) of programmes and in the reporting of results.
  • Be able to use Logical frame analysis in the programme after understanding doing the problem and objective analysis.
  • Understand and be capable of using available project management software tools and approaches to strengthen results-oriented programmes in different programming contexts.
  • Improved managerial capabilities for dealing with public health management challenges.
  • Identify key actions to undertake to strengthen managing for results in their work.

Session Plan

1st Day Understanding of Public Health Program Management along with Project Management life cycle and Situation Analysis
2nd Day

Problem tree analysis (VVIP techniques), Objective tree analysis, objective Stake holder analysis, SWOT analysis, TOWS Matrix setting.

3rd Day

Logical frame analysis and Project Operational and Implementation plan (using software).

4th Day

Project Evaluation: Input, Process, Outcome, and Impact evaluation.

5th Day

Presentation by the groups.

Programme Fee

The programme fee for Indian participant is Rs. 41,250 plus GST (18% as applicable) and for International participant is USD 770 plus GST (18% as applicable). The programme fee covers tuition fees, background reading material, lodging and boarding.


Early Bird Discount: Nominations received with payments on before 4-weeks will be entitled to an early bird discount of 10%.
Group Discount: Any organization sponsoring four or more participants to the programme will be entitled for a discount of 20% on the total fee payable provided that at least four participants attend the programme.
Maximum Discount: Organization can avail themselves of both the discounts subject to maximum discount of 20%.


The programme will be held at IIHMR University, Jaipur. IIHMR University is located near Jaipur International airport, Sanganer, Jaipur. The University campus provides a learning environment to the participants. The participants are welcome to use the library and recreational facilities at the campus.


A certificate of participation on completion of the programme will be issued by IIHMR University, Jaipur.
