Dr Ram Krishan Chahar is a Public Health Specialist with extensive experience in Reproductive, Maternal, Newborn, Child and Adolescent Health (RMNCAH). He completed his MBBS from J.L.N. Medical College, Ajmer, and holds a Master’s in Public Health. In his professional career spanning over 13 years, Dr Chahar has undertaken a diverse portfolio of technical, programmatic, academic, and capacity-building roles across India and Southeast Asia.

He has worked with leading global public health institutions, including the World Health Organization (WHO) in India, Timor-Leste, and WHO Headquarters. At WHO, he provided technical leadership to national government in strengthening RMNCAH programs, developing clinical and programmatic guidelines, implementing quality improvement initiatives, and advancing competency-based education for frontline health workers and midwives. He supported a major multi-country implementation research initiative on antenatal care—covering India, Burkina Faso, Rwanda, and Zambia—led by WHO Headquarters, contributing to the development and field-testing of the WHO ANC package for a positive pregnancy experience.

During his tenure in Timor-Leste, Dr Chahar played a key role in initiating and securing the country’s participation in WHO-led implementation research efforts, working closely with WHO Headquarters to bring global learning opportunities to a small island health system. This included adapting research protocols, facilitating national engagement, and supporting early groundwork for the introduction and testing of innovative RMNCAH service-delivery models.

Prior to his international assignments, Dr Chahar served as the National Professional Officer (Maternal & Reproductive Health) with the WHO Country Office for India and contributed significantly to the scale-up of key national programs such as Dakshata, SUMAN, the National Midwifery Initiative, Maternal and Perinatal Death Surveillance and Response (MPDSR), antenatal care, and the labour room quality-improvement initiative LaQshya.

Dr Chahar also held senior implementation roles with Jhpiego, where he led large-scale maternal and newborn health interventions in Rajasthan in close collaboration with the State Government. His work involved designing and implementing evidence-based quality-improvement models, strengthening clinical skills of providers, and supporting state-level policy translation. Over the years, he has contributed to the development of multiple national strategies, operational guidelines, training packages, and evaluation frameworks, including the RMNCAH Strategy for Timor-Leste, operational guidelines for cervical cancer elimination in Timor-Leste, the training resource package for antenatal care providers, and the adaptation of WHO’s Essential Newborn Care Course.

He has a keen interest in systems-based approaches for scaling up health interventions and has supported the local adaptation and implementation of training courses for RMNCAH program managers, including short program reviews for improved planning and implementation. He has been part of several national and international technical working groups and has facilitated numerous capacity-building programs for clinicians, nurses, midwives, and public health managers. Dr Chahar’s professional interests include health systems strengthening, universal health coverage, evidence-to-policy translation, and developing responsive service-delivery models for women, adolescents, and newborns.
