About Centre for Health Economics

Established in 2016, the Centre for Health Economics (CHE) aspires to be a leading center of knowledge and dialogue on the economics of health and well-being in India. The overall objective of the Centre is to generate policy-relevant knowledge that contributes towards making health and hospital systems cost-effective and affordable. This is particularly important for a country like India where resource-strained public health systems and expensive private health care often prevent the poor population to access decent health care. Indeed, in India out-of-pocket health expenses account for nearly 60 percent of total health expenditure. Research shows that the high (and rising) health care costs push people deep into poverty.  The National Health Policy 2017 of India explicitly recognizes this vicious link. If the Sustainable Development Goal 3 of Health and well-being for All is to be achieved, health care systems need to be more affordable and accessible. Through knowledge and dialogue, the Centre for Health Economics aims to contribute towards this goal.  

To this end, the Centre focuses on three core activities :

Research

The economics of health and well-being has been a key domain area of IIHMR University since its inception. The CHE aims to mainstream health economics research and create more opportunities. The centre seeks to undertake and facilitate the conduct of high quality health economics research on policy relevant issues to improve the health systems performance. It is open for collaboration with leading universities and expert academics and professionals to address contemporary challenges pertaining to health system financing. More specifically, the key research areas of the center are: studying effectiveness of public health programmes, hospital efficiency, health financing, economics evaluation, health insurance, out-of-pocket spending for health care by households, testing of task shifting, public private partnerships, cost reduction in hospitals, impact of health reforms, pay for performance, etc.

Training

The centre will also design and offer short-term training programmes on health economics and related areas for professionals working with public and private sector organizations and academic institutions. These training programmes are to be targeted to policy makers, planners, public and private sector professionals working on various aspects of healthcare and hospital management. The major areas for these trainings are health financing, economic evaluations, public private partnerships, health sector reforms, etc.

Policy Dialogue and Consultation

Given the importance of health economics for public and social policy, the Centre aims to proactively engage with pressing health policy issues pertaining to financing of health care through seminars, panel discussions and research briefs.

The first of these was the seminar on India’s National Health Policy 2017, held on April 07, 2017 in IIHMR University. The seminar saw participation of leading experts from all over India.
