Assessment of Appropriate use of Mobility Fund for Supportive Supervision in Madhya Pradesh

FHI 360 as part of the Madhya Pradesh Health Sector Reforms Program (MPHSRP) subcontracted IIHMR to conduct an independent assessment of appropriate use of mobility fund for supportive supervision of health facilities in Madhya Pradesh for the financial year 2014-15. The objectives of the study were to assess and validate the status of implementation and adherence to financial management and procurement guidelines issued by NHM for use of the mobility support; to understand the type and extend of the supportive supervision provided at different levels of facilities particularly at GAK level; and to provide recommendations to improve implementation of mobility support and supportive supervision.

Supportive supervision is an essential function for effective and functional primary health care system. The Health Department, Government of Madhya Pradesh has placed high priority on strengthening supportive supervision through providing mobility support, established “Gram Arogya Kendras” at village levels and creating “Gram Swasth Prahri Dal” for each sector at PHC level. The assessment study reveals that though the interventions has been institutionalized in the state, there are bottlenecks at the implementation level towards utilization of mobility support funds at different levels of health facilities as well as organizing supportive supervision visits effectively.
