Integrated Programme Strategy For Food Fortification – Fortification of Wheat Flour with Iron, and Milk and Edible Oils with Vitamin-A and Vitamin-D

Food Fortification Project aimed at reducing the prevalence of micronutrient deficiencies in the state of Rajasthan by making available fortified wheat flour, oil, milk and soya dal analogue through open markets, government distribution channels and also through the other public funded programs such as Mid-Day Meal and Integrated Child Development Services. The core project components were: Production and Distribution, Legislation and Quality Control, Social Marketing and Communication and Monitoring and Evaluation. A Project Management Unit was set up at IIHMR for the execution of the project with the support of Global Alliance for Improved Nutrition (GAIN). Since its inception, the project succeeded in making large scale flour mills to produce fortified wheat flour, major milk dairies in Rajasthan including all 23 milk dairies of Rajasthan Cooperative Dairy Federation and private dairies to fortify toned and double toned milk. Major oil refineries like Ruchi Soya Industries Ltd., Bunge India Pvt. Ltd., Mahesh Edible Oil Industries and Ajanta Soya Ltd. were made associated with the project to produce fortified refined soyabean oil, mustard oil and palmolein oil for open market. Project supplied Soydal Analogue to various centralized kitchens of Akshaya Patra Foundation, Naandi Foundation and Adamya Chetna Foundation in several districts used for Mid-Day Meal preparation covering over a million school children in Rajasthan. Various social marketing and communication approaches were implemented to create the awareness to use fortified food in the community. Special efforts were also made to involve print and electronic media to promote the consumption of fortified food.

The project achieved great success in Rajasthan. Around one lakh metric tons of fortified wheat flour was produced and sold annually by the associated roller flour mills benefitting more than 1 million individuals. More than 5 lakhs metric tons of fortified milk was processed annually benefitting around 8 million individuals in the state. Around 3 lakhs metric tons of fortified edible oil was produced on annual basis benefitting around 42 million individuals. Above all, one million school children received fortified meals through the Mid-Day Meal program. Though the project has come to an end in the month of September, 2015, GAIN and IIHMR are actively engaged in providing technical support to the Department of Food and Civil Supplies, Government of Rajasthan and the Rajasthan State Food and Civil Supplies Corporation to mainstreaming supply of fortified food items through Public Distribution System as a compliance of the budget announcement of 2015-16 by the Hon’ble Chief Minister for supplying fortified wheat flour, fortified edible oil and double fortified salt through PDS with an objective to reducing the prevalence of malnutrition in the state.
