Abstract

The Baseline Study for the project "Yuva Sashaktikaran - Empowering Youth Collectives in Bihar 2022-23" was conducted by IIHMR University, Jaipur, to evaluate the initial status and needs of youth in three districts of Bihar. The project, implemented by Save the Children-India (SC India) and funded by Save The Children, aims to empower youth collectives to address socio-economic exclusion and challenges arising from COVID-19 and future crises. The study employed a mixed-methods approach, assessing outcomes related to youth-led actions in livelihood and social protection, local governance structures, and youth engagement in informing authorities. A total of 1584 respondents, aged 15-24, were surveyed, revealing variations in education, access to social protection, and exposure to media. The study identified the need for skill-based capacity building, awareness of rights and entitlements, collaboration with government departments, and strengthening Youth Collectives. Recommendations include enhancing community education, advocating for policy changes, and supporting Youth Collectives through skill-building and entrepreneurship support.
