Kishori Shakti Yojana: Why is There the Problem of Anemia When the Scheme is Running Smoothly

  • Objective : The study here elaborates the Kishori Shakti Yojana running in the corporation area of Surat. The families living in the corporation area are residing in small slums. These people have severe economical problems and thus the girls of adolescent age group suffer from anemia severely. There are around 110 functional AWC in the corporation area and around 10096 girls registered with these centers.

  • Methodology : It is a qualitative study finding the lacunae in the implementation of the scheme taking the sample size of 10 AWW and 30 adolescent girls chosen through multistage sampling done in three sates; stage one determining the list of all the functional units of AWC. In stage two the particular AWC was selected to start the interviews of the worker there. In stage three based on the register of the center the adolescent girls were selected at random, three from each center. The method of data collection is through personalized interviews of the AWW and the adolescent girls.
  • Findings :
    Although the Yojana is being implemented smoothly  but  there  are  some  issues  which  have  to  be solved before we can see any substantial outcome. Around 60% of the girls know about the services at the AWC. The knowledge of KSY is also not that as only 40% girls knew about all the services to be given under the Yojana i.e. IFA tablets, nutritional supplements and vocational training for a period of 6 months. All the girls came to know about the Yojana after coming in contact with the AWW in their respective areas. The girls are reluctant to come to the AWC for receiving the services. Only 6.67% of the girls visit the center every week to access the services, followed by 20% each for two and three visits and 10% do not go for getting the services after registration. Around 70% of girls had the basic knowledge of anemia followed by 16% a very vague idea and rest 14% did not knew that it is a serious matter of life and death. 50% of the girls knew that anemia  can  be  cure  with  the  intake  of  IFA  tablets regularly. Also around 24 % said that if they take good food and green vegetables in their diet they can easily get rid of anemia. In 90% of the cases girls were given non-formal education regarding family planning, how to read and write and normal calculations. The Mamta Diwas celebration is helping a lot to combat the poor state of anemia, but there is a problem of funds being released for proper  implementation  of  the  Yojana.  Training  of  the AWW and the materials for giving vocational training to the girls should be provided to get a better performance in the area. Upon asked about their satisfaction with the services under KSY 66.67 percent of the girls replied that they are satisfied and if there will be more services as vocational training and other creative things to do 76.6 percent of the girls will come to access those services. Almost 60 percent of the girls preferred to have only two children and 3.3 percent said that if family pressure is there then having more that 3 children is possible in their case. According to 33 percent girls there should be an interval of one year between two consecutive births and 20 percent said that the interval should be of 3 years.  70 percent of the girls already had heir menstruation stated and of these
    57 percent said that they avoid going temple during the periods where as 43 percent gave preference to hygiene maintenance. All the girls had very basic knowledge about family planning methods. They knew about condoms and oral pills but the rest of the methods were unknown. Although hey had heard about Tubectomy.  36% of  the girls had a pretty good knowledge of HIV/AIDS followed by 27 percent who had a rough idea about the disease. Of these girls 32 percent came to know about it through TV, 31% and 36% through radio and posters respectively. The girls knew about two of the mediums though which it may infect  them  i.e.  through  unprotected  sexual  contact  and unsterilized  blade  or  needle.  The  rest  they  could  not remember at that point of time. The AWW had different issues related to the scheme. 7 of the 10 AWW interviewed did not get any training under KSY. They only got the regular training of the work they have to accomplish as AWW. 30% of the AWW had more than 2 years of work experience in the scheme and 20% were still in the initial phase of the scheme. According to 80% of them the girls visit the AWC only for getting the IFA tablets. These girls have their home chores and other work in their schedule so they donít come to the center for more that few minutes and prefer to take the tablets during Mamta Diwas organizations. 40 percent said that the girls do not attend the sessions in the center due to their work schedules. Although in 60 percent of the AWW had the opinion that the parents do not feel it necessary for them to attend the center and thus do not allow. 70% of the AWW replied that the girls do not turn up for weekly visits to the center due to the above mentioned reasons and that is the biggest problem in providing the services. The rest 30% are also not much interested as there is non-availability of training material at the center.
  • Recommendations : After getting the first hand exposure with the state of the Yojana in the city it can be concluded that there is strong need for some awareness activities in the community to mobilize the whole family of the adolescent girl and just not the beneficiaries. These girls are going to contribute the most in building a strong foundation for the future generation. And if the foundation stone is not strong enough how can we be sure about the health of the future generation. There is also a need to channelize the flow of funds and get a part of it re- appropriated for using it to provide better services through getting the best training materials and professional for guidance.
