Study to Analyze RSBY Scheme in Hamirpur District of Uttar Pradesh

Objective : To
analyze RSBY scheme in hamirpur district of UttarPradesh.
Background : RSBY was launched to
increase the access to qualityhealth care services at affordable rates,
by the poor population of India. In spite of being the most innovative and
technologically updated micro financing model, it has not achieved its target
of covering 100 percent of the BPL population by the year 2012. There is a need
to find out where the problem lies and then suggest appropriate measures to
improve the effectiveness of the scheme.
Methodology : The
study was based on secondary analysis of thedata available on the
website and the data provided by the TPA from the empanelled hospitals of the
districts under study. The enrolled BPL beneficiaries were the sample under
study. Study was done on the entire population that availed benefits under RSBY
Findings : Percentage
of people who involved in Hamirpur was 20percent and for UP it is 38
percent. The Claim ratio was 101 percent. Maximum utilization was in September
(16%) and minimum in June (3%). Out of the total claims count 63 percent were
accounted by males and 37 percent by female. Maximum utilization was in the age
group of 31 to 50 years. When it comes to frequency of utilization, 55 percent
utilized the services only once. Among all the packages used, only 24 percent

study needs to be done to find out thereasons of low enrollment rate
and low utilization rate.
