Documentation and Assessment of 9 Urban Resilience Interventions in West Bengal and Bihar

The objectives of studying and documenting resilience interventions are:

  • To document and evaluate various resilience interventions, assessing their effectiveness, impact, sustainability, scalability, and cost-efficiency.
  • To compile and present information on urban resilience interventions and resilience models in a consolidated and user-friendly format, accessible to both Save the Children India and the alliance members, ULBs, Line departments, and stakeholders.

This document presents a comprehensive assessment and documentation of nine urban resilience interventions implemented by Save the Children India (Bal Raksha Bharat) in West Bengal and Bihar, specifically in Kolkata and Patna, from July 2018 to June 2023. The “Increase Preparedness and Resilience in Urban Communities and Schools in India” project aimed to foster disaster and risk resilience among children and communities in vulnerable urban areas, focusing on 20 slums and 20 schools across four wards in the two cities. The interventions encompassed a variety of strategies, including Childhood Poverty Vulnerability Mapping, Community Scorecards, strengthening local governance, managing safe drinking water facilities, Green Space initiatives, establishing CSO Alliances, Family Preparedness programs, School Safety approaches, and capacity enhancement of various stakeholders.

The objectives of this study were to evaluate the effectiveness, impact, sustainability, scalability, and cost-efficiency of these interventions and to consolidate this information in a user-friendly format accessible to a wide array of stakeholders. The study, conducted between March and May 2023, employed a mixed-method approach, utilizing quantitative questionnaires, in-depth interviews, and focus group discussions, engaging 634 respondents and various stakeholders such as Ward Councillors, School Teachers, Community Members, and Medical Officers.

The findings from this study are instrumental in informing urban programming efforts and upholding children's rights, striving for inclusive and equitable urban development. The documentation serves as a valuable resource for Save the Children India, alliance members, Urban Local Bodies, Line departments, and other concerned stakeholders, offering insights into urban resilience at the community, school, and local governance levels and providing models for future resilience interventions.
